参数名类型说明
element长整数型元素句柄。
name字符串属性名称。
err整数型错误码输出参数，可为NULL。

注意事项 ​

项目说明
element 参数必须是有效的元素句柄element 参数必须是有效的元素句柄，通常流程为：XmlParse → XmlGetRootElement → XmlFindElement 等定位到目标元素。
使用完毕后需对文档句柄调用 [XmlFree](使用完毕后需对文档句柄调用 XmlFree 释放内存。
支持的 true 值"true", "1", "yes", "on"。
支持的 false 值"false", "0", "no", "off"。
其他值返回 0其他值返回 0。
